The province of Buenos Aires approves a guide for the Voluntary Interruption of Pregnancy (IVE)

Three days after the enactment in Argentina of the law of voluntary interruption of pregnancy (IVE) until the 14th week of gestation, this Monday the Government of the province of Buenos Aires, the most populous in the country, approved in an act a guide for its implementation in order to guide and support health teams and facilitate the exercise of abortion in women.

“As of January 24, 2021, the IVE already has a guide in the health centers and hospitals of the province of Buenos Aires,” announced the provincial minister of Women, Gender Policies and Sexual Diversity, Estela Díaz, and said that the challenge is to incorporate it into the framework of primary health care.

For Díaz, the guide “changes the subjective position of the people who are going to ask for the right, but also of those who are going to attend it” because it gives certainty in the way in which it intervenes.

At the end of 2020, Argentina sanctioned Law 27,610, which President Alberto Fernández had sent to Congress, and was enacted last week.

The approval of the IVE law allowed the supply of Misoprostol, the drug that causes abortion, in the public health system and the incorporation of the practice in the mandatory medical program of the other two health subsystems, the union and the private .

Today, the province, of the same political color as the national government, signed a ministerial resolution to approve the guide for the implementation of the IVE.

The main objective is to guide the practices of the health team in the care and care of people in a situation of IVE promoting the full exercise of sexual reproductive and non-reproductive rights of people.


The province has already adhered to the national protocol for the legal interruption of pregnancy (ILE), within the framework of the Penal Code that has been in force since 1921 in the country, and that until the new law was approved allowed abortion only in cases risk of health or death of the woman or because of rape.

In this last year, said Díaz, 8,000 ILE were exceeded in the province.

Meanwhile, according to the provincial director of Women’s Health, Sabrina Balaña De Caro, this year an ILE registry has been created, the number of effectors that had been performing the ILE doubled, Misoprostol was purchased from a public drug laboratory and 22,000 treatments of this product were distributed.

The Deputy Minister of Health, Nicolás Kreplak, stressed that there are two subjects who need the new guide for the IVE: the person who is going to access abortion and the health workers.

Kreplak spoke as a doctor when he explained: “Here we also began to give him security and the framework on where to stand, where to make decisions. For health workers, that the State is accompanying you and that you do not feel that you are alone in the trench to make guarantee of a right “, since it understands that if the State builds the guide” it is installed in the culture of hospitals. “

The objective of the guide endorsed by the State is that the IVE can be exercised in all the jurisdictions of the province, even where there is still social resistance.

Díaz added that the IVE law allows women with criminal causes to be dismissed for having aborted before the sanction of the law, remembering that there are more than 1,500 criminal proceedings for interruption of pregnancy and more than 500 in the province of Buenos Aires .

“The criminalization was concrete,” said Díaz because even if they do not go to jail, “it implies that when they go to work or ask for a loan, they are open criminal proceedings,” for which he assured that he will work with the judges because “they should not have no pending case “.

Officials recognized the struggle of women’s movements that enabled debate, changed the way of thinking of legislators and allowed the transformation of public policies and “the sovereign construction of their bodies.”
